It does not look like these enormous amounts will be reached in a normal environment, at work or at home.
Assume
the room has a height of 2,5 mtr. Then the surface would be 40 sqm. Say that we
put 40 smokers in that room, each one having 1 sqm. The calculations show that,
if every smoker smokes one cigarette per 5 minutes, they should smoke
*continuously* for 2.4375 hours to reach the worst limit. How many smokers will
the middle one be able to see after this time? It will be too foggy to see more
then the people directly around you.
And... surprise, after about an hour all oxygen would have been used in the room
causing Sudden Smoker/Cigarette Death syndrome ;-)

The statement of course is completely crazy. If there would be no lowest levels, then cars wouldn't be allowed either and candles couldn't be lit.
Combustion is a normal, natural process to which humanity has gotten used to during it's evolutional process. If we would ban all smoke, humanity would likely end up in an incubator.
