My hometown's Board of Health is governed by three people: two rabid anti-smokers and one fence-sitter.  For any rules or regulations, majority vote wins the day.  No wonder, then, that they finally got their wish to discriminate against smokers and their friends.  Please note that the smoking ban takes effect 6 weeks after the tourists go home.  Also, be aware that there were *numerous* bar and restaurant owners who objected strongly and constantly about this proposed ban when it first came to light 18 months ago (it was a closed-door vote and only by the grace of the fence-sitter squealing to someone did it come to light that a "final vote" had been taken at all). 

An injunction in the courts against instituting the ban a year ago (which was to take effect June 1st, if memory serves...the beginning of tourist season) pissed off the Auntie board members.  Every single time a "meeting" was held (bars/restaurant owners demanded that PUBLIC
hearings be held), the Board members refused to listen to anyone with an opinion opposite theirs.  I provided one restaurant owner (married couple and long-time friends) with pounds of printed material (thanks to the folks here in alt.smokers) to prove their side of the issue ... the Board members refused to even look at them.
